A12, A12X issues ongoing after iPadOS?

I'm looking to upgrade my old ipad 3 and I have 2 options: 12.9 Pro 2nd gen (2017) and air3. I have read that A12 has issues with stuttering and crackles here.

Has it been addressed with the iPadOS? Would I be better off buying the 12.9 Pro with the A10X chip instead?
