I have all three and they all work well. I think I’d recommend Snapseed, though I use Pixelmator more for some reason. I think Snapseed’s interface is a little easier to understand.
Snapseed. Lightroom if you don’t need to do any touch ups. Which you could supplement with touch/ retouch
May depend on what shall be done with the images.
Also, if to be used on an iPhone, iPad or both.
And, if we talk about existing images or pictures to be taken by the device,

And for taking pictures, it sure is one of the best Apps you can get!
Of course it also offers the regular image manipulation stuff from highlight to shadow recovery, exposure control, contrast, whatever else and creative modes and special effects like Solar Wind or Bloom, etc.
And the best cropping engine I could find so far.
If you only want to do basic color correction and cropping / rotation, then even the stock "Edit" feature is pretty good (and free) 🙂
Tis true! One thing is the heal brush and even text so I think Snapseed and Pixelmator cover all the bases.
