    Maybe not quite as simple as what you’re visualizing, but Audacity is what I would recommend too.

    I just wanted to see a variety of options as I have a pretty good idea of what my Dad likes with tools in general, but really Audacity nails it particularly because it supports loopback recording on his machine easily. So this way he can just hit play on youtube and record an mp3 without having to use add-ons that eventually break or youtube/mp3 download websites etc. It didn't even occur to me that loopback recording was still a thing on windows as it has been many years since I last did it but sure enough it works on his, so no need to even run a cable between machines etc.
