I have been using Xequence for my MIDI editing. Eg. I wanted to extend some chords. Very easy editing.
Use Rozeta Rhythm instead of X0X and use slides?

MidiFlow is almost there:
It can do delay as well as Condition = Key release.
Theoretically you could delay every key release (i.e. Note Off message) by a fixed delay, but due to its static structure you cannot do it with MidiFlow.
The only solution I have for you requires a bit more "hacking":

It'll take you some time, but you'll be rewarded with a modular environment that you can even design your own IAA audio effects with, and once you've downloaded and checked the many publicly available examples, it won't take you long to get your first nice results.
